The CTCMA is a statutory corporation created by an act of the British Columbia government. It is operated at arms-length from government and is financially independent. It is a non-profit organization. Its fund is generated from registration and accreditation activities. The Board consists of 9 members. Six are elected from among the CTCMA registrants; three are appointed by the government from the general public. The board is accountable to the public through the Ministry of Health of the government. It proposes and advises the Minister of Health on changes in acupuncture and TCM regulations. The current Chair is Arden Henley. The Board appointed Dr. Mary S. Watterson as Registrar, she is also the Chief Executive Officer in the operation of the College.

  BLAZEVIC, John (Elected Member)
John Blazevic is a Registered Acupuncturist, graduating from ICTCM of Vancouver in 1999. After completing a 5-year apprenticeship in Japan, he returned to Vancouver in November 2004, opening his own clinic shortly thereafter. John is the Clinical Director and Chief Acupuncturist at John's Acupuncture Clinic, and he is a mentor to students and recent graduates. His focus is Traditional Acupuncture and Moxibustion according to Chinese Classics, especially advanced needling and moxibustion techniques as seen in Japan today.
He has served as president of the Traditional Chinese Medicine Association of BC and is a co-founder of the Union of Traditional Chinese Medicine Associations of Canada (UTCM; formerly known as "OneVoiceTCM"). John is a former professor at South Bay College of TCM.

  CHEN, David Huanwei (Elected Member)
David Huanwei Chen obtained B.Eng. degree from Taiwan in 1987 and M.Eng. degree from McGill University in 1991. With his research and design background in the engineering field, he then developed interests in manual and acupuncture therapy. He obtained in 1997 a Master of Science in Acupuncture and Oriental Medicine from South Baylo University in Anaheim California and in 1998 a Doctor degree from Southern California University of Health Sciences in Whittier California. During the six years in the United States, Huanwei Chen became a licensed practitioner in California and participated in several research projects in manual and acupuncture therapy.
David Huanwei Chen passed the CTCMA acupuncture competency examination and has been practicing in Vancouver. His special interests focus on bio-mechanical and neurological problems of the human body. With years of experiences in North America, he is honored to share his observations and contribute to all TCM practitioners and acupuncturists as well as the general public.

  CHUNG, Michael (Vice Chair, Elected Member)
Dr. Michael Chung from 1995 has taught until 2001 in many schools in Canada and USA. He presently resides in West Vancouver, BC and practices TCM in his own clinic. He is currently a member of CCAM research team and has been actively involved with many Canadian social behavior and clinical trial research projects related to TCM and cancer. He is frequently invited to speak with educational support groups at many hospitals and medical associations. He not only holds a Ph.D. degree of TCM (China), but also owns a bachelor degree of pharmacy (Taiwan), which enables him to contributing himself in many important fields and activities of TCM regulation and development in Canada.

It has been 10 years since TCM was preciously regulated in BC and Canada. Now there are even more important and potential projects in front of us. It is time to further constructing TCM to become a well developed and regulated medical profession in Canada. It takes great effort from every single member of this family to build up this profession.

  HENLEY, Arden (Chair, Public Member)
Arden Henley is the Executive Director of Canadian Programs at City University. He is responsible for the direction and overall management of all City University programs in Canada, including strategic planning, financial management, program development and the hiring and supervision of senior faculty. Mr. Henley is also an Advisor to the Provincial Counsellor Education Task Force and sits on the Education and Registration Committees of the BC College of Traditional Chinese Medicine. Previously he was the Director of White Rock Family Therapy Institute, the Director of Clinical Services at the Peach Arch Community Services, and the Executive Director for the South Okanagan Children's Services Society. Dr. Henley has a B.A. from McMaster University and an M.A. from Duquesne University, Pittsburgh, U.S.A. A Family Therapist and Organization Development Consultant of 25 years experience, he is a Co-director of Kean & Henley Consultation. Well known for his innovative leadership style and thought provoking presentations on a range of social and organizational issues, Arden recently completed a Doctorate degree in Education from Simon Fraser University.


  HU, Harvey (Elected Member)
Harvey Hu, Dr. TCM, has practiced TCM at his own clinic in Richmond city since 1996. He graduated from the traditional Chinese medical department of the Guiyang College of TCM in 1982 with a medical doctorate, and from the graduate program of the Southwest University in 1988 with a degree in law. He is a TCM PhD candidate of the Guangzhou University of Chinese Medicine. Dr. Hu has practiced traditional Chinese medicine for over 26 years since becoming a doctor and lecturer at Guiyang College of TCM and its affiliated hospital. Previously, he has been an instructor at the TCM school in Vancouver, and would often speak in professional settings, as well as in public communities to promote knowledge of TCM. In past years, he has served for 9 terms as the elected Director of various boards of TCM and acupuncture professional associations in Canada. He was recently President of the British Columbia Qualified Acupuncturists and Traditional Chinese Medicine Practitioners Association (2007-2008).

  LIU, Fang (Elected Member)
Fang Liu, Dr.TCM, graduated as a Doctor of Traditional Chinese Medicine in 1983 from Guangxi University of TCM, China. Since coming to Canada in 1988, Fang has worked in various Hospitals and Clinics, in both Quebec and BC. In 2008, Fang returned to Canada after doing 3 years as a guest professor for research and study on the TCM Classics at the Guangxi TCM University.
In the past 25 years Fang has always kept his focus on the classics and foundations of TCM. He has continually worked to bring greater awareness to the roots of TCM. Now residing in Victoria, Fang continues to practice TCM as well as teach at the Canadian College of Acupuncture and
Oriental Medicine.

  MACLEOD, William (Bill) D. (Public member)
Since graduating from UVic with a Bachelor of Arts and subsequently a Bachelor of Laws, Bill has been a practicing lawyer, carrying on a busy litigation practice in the Province. With over 25 years of experience at all levels of court in the Province and before various administrative boards and tribunals, his civil litigation experience encompasses personal injury litigation, professional malpractice and commercial disputes. Supplementing this experience over the years have been many volunteer hours judging mock trials for the Professional Legal Training Course and moot courts for UBC Law students along with providing free legal advice through the Western Canada Society to Access Justice. He is a member of the Trial Lawyers Association of B.C. and the Canadian Bar Association.

  STEWART, Vivienne
Vivienne Stewart is a senior lawyer with the boutique Vancouver law firm Basham Thompson & Liu LLP specializing in complex corporate commercial litigation. Ms. Stewart is also a volunteer at the Access Justice courthouse legal clinic providing legal advice to those who cannot afford regular legal services. Ms. Stewart has a B.A. from the University of Victoria, an LL.B. and an LL.M. from the University of British Columbia and an LL.M. (Information Technology and Telecommunications Law) from the University of Strathclyde in Glasgow, Scotland. She has taught a variety of law and business-related courses in Vancouver, Beijing and Russia. Prior to entering the legal profession, Ms. Stewart worked for a number of years as a police constable with the R.C.M.P. (Que. and N.S.) and then as the shelter manager for the Cape Breton SPCA.

  YUAN, Ann (Elected Member)
Ann Yuan moved to Canada in 1992 from China. She obtained her Ph.D degree in Traditional Chinese Medicine from Guangzhou TCM University in China and also she has both a bachelor's and a master's degree in Chinese Literature and History.

She has been practicing acupuncture in Vancouver since 1993.

In 2007 she participated in a program on TCM and cancer treatment sponsored by the Centre for Applied Health Research & Evaluation, and over the last few years has participated in a number of international TCM conferences in both China and Canada.
