UPDATE: Replaced on August 30, 2022 by order of the Discipline Committee Panel

Nature of action taken:

On March 4, 2022, the Discipline Committee Panel issued the following order under s. 38(8) of the Health Professions Act, RSBC 1996, c. 183 (the “HPA”) pending the hearing on penalty scheduled for May 12, 2022: 

a) Mr. Titchener is prohibited from treating female patients pending the issuance of the Panel's penalty decision under s. 39(2) of the HPA;

b) The Respondent may only practice at his current practice location in Surrey BC (the "Clinic"), unless this Order is varied by the Panel;

c) Notices must be immediately posted in prominent places in the reception area and in each treatment room that the Respondent uses at the Clinic, 8 x 11 inches in size, stating: "Jordan Titchener is prohibited from treating female patients pending the completion of discipline proceedings, by Order of the Discipline Committee of the College of Traditional Chinese Medicine and Acupuncturists dated March 4, 2022. The Order is available on the CTCMA website at" A similar notice must be placed on the home page of the Respondent's practice website, containing a link to this Panel's Order on the CTCMA website; and;

d) The Respondent must provide confirmation that the signage has been posted on his website and at the Clinic and, upon request, facilitate any inquiries by the CTCMA staff of Clinic management concerning compliance with this Order.

The Panel directed publication of this Order as required under s. 39.3 of the HPA.

Reasons for action taken:

The Panel determined that Mr. Titchener poses a risk to female patients given its finding that he engaged in sexual misconduct and that interim action is necessary to protect the public pending the decision on penalty.
